Overview

After France and Italy left european competitions, FIRA (now Rugby Europe) reorganized its competitions and created the European Nations Cup to develop rugby in non high performance countries.
After being structured for a while on two seasons tournaments, since 2016 it changed the name and is again structured on one seasons tournaments with divisions with promotions and relegations.
The last reform of the championship pyramid was in 2016. Since 2016/17 season the league structure is the following:

Level 1 Rugby Europe Championship
6 teams - 1 to relegation playoff against the best of Trophy
Level 2 Rugby Europe Trophy
6 teams - 1 to promotion playoff against the worst of Championship and 1 relegation
Level 3 Rugby Europe Conference 1 - North
5 teams - 1 to promotion playoff and 1 relegation
Rugby Europe Conference 1 - South
5 teams - 1 to promotion playoff and 1 relegation
Level 4 Rugby Europe Conference 2 - North
5 teams - 1 promotion and the worst of the 2 groups relegated
Rugby Europe Conference 2 - South
5 teams - 1 promotion and the worst of the 2 groups relegated
Level 5 Rugby Europe Development
5 teams - 1 promotion
